Virto Workflow Scheduler lets you build workflows for an entire SharePoint site—not just a single list. The workflow will use data from the site.
To set this up, create (or edit) a workflow and, in “Select source”, choose “Site”.
Configure the remaining settings, then click “OK” to save.
